ECONOMIC AND SOCIAL ADVISORY – Help for the creation of the CESC

Youness Benakki, secretary general of the Union of Economic and Social Councils of Africa, currently on mission to Madagascar, met yesterday in Anosy with the country’s socio-economic actors to support the establishment of the Economic, Social and Cultural Council (CESC) .

“We are here to bring together all the prerequisites for a successful installation and optimal positioning of this constitutional institution in Madagascar. We had very fruitful exchanges with all Malagasy stakeholders, including civil society, the private sector and government representatives,” reported Youness Benakki, also secretary general of the Economic, Social and Environmental Council of the Kingdom of Morocco.

The relevance, usefulness and importance of this institution in meeting the legitimate needs and aspirations of citizens were discussed. “Discussions are progressing well, with the hope of accelerating towards the next steps. This demonstrates the desire of all parties to move forward together, especially since the CESC plays a crucial role in promoting the participatory approach in the development, evaluation and implementation of public policies. This time, we will have an institutional platform allowing the private sector, civil society and unions to give their opinion on public policies, for better adaptation to the aspirations of citizens,” underlined Harijaona Niaina Andriamoraniaina, representative of the civil society.

Acceleration

All participants in the meeting pleaded for the acceleration of the establishment of this institution of the rule of law, provided for by the Constitution in its article 105. “This is a cornerstone of good governance which requires the participation of all stakeholders with the government. The creation of the CES will be a new impetus for the development and implementation of the country’s development policies,” underlined Harijaona Niaina Andriamoraniaina.

According to the explanations of the emissaries of the Union of Economic and Social Councils of Africa, the main challenge lies in the impact on the relevance of public decisions, the quality of the legislative process and the sustainable development of the country. In accordance with the Constitution, the CESC will have the mission of giving its opinion on draft laws, ordinances or decrees, as well as on legislative proposals submitted to it. Its competence will extend to the examination of bills and proposed laws of an economic, social and cultural nature, with the exception of finance laws.
